cmake: find_package(RabbitMQ) instead of just checking its header

rabbitmq-c is not a header-only library. so we need to ensure that the
library is also around before linking against it. in this change:

* move the detection down to where librabbitmq is used
* add FindRabbitMQ.cmake for find_package(RabbitMQ)
* s/rabbitmq/RabbitMQ::RabbitMQ/ as the latter is an alias library
target, which has more information attached to it.

cmpext is a read operation.  As such, it shouldn't be creating objects
or extending them and it should accept snapshots.

The compare code is completely broken, resulting in false positives
(i.e. failures to detect mismatches) in many cases.

rgw: wakeup lease_cr after abort on bucket sync disable

the 'bucket sync disable' tests were causing data sync to lag behind
because these calls to lease_cr->abort() were still waiting for the
RGWContinuousLeaseCR to wake up from its sleep. added data sync
checkpoints to each 'bucket sync disable' test to make sure that data
sync catches up before running other tests, as this was causing failures
in the new 'datalog autotrim' test
